Does anybody know of any good state parks that are laid back?

Me and 3 other friends are looking for a place where we can smoke the chronic and be moderately loud. We don't want to get bothered by the rangers. Preferably a place with swimming. We live around Mount Vernon and don't mind driving but also don't want to drive to like eastern Washington or something crazy.

The areas around Williamsburg, Virginia and the Blue Ridge Parkway are pretty nice.
