Why does a luggage rack for my motorcycle only carry 6 lbs?

I want to replace my passenger seat with a luggage rack. I have found a few that I am considering, but am surprised about the weight limits. Why can my bike carry about a 200 lb load with the seat in place, but with a rack installed I am limited to only around a 6 lb load?

Reason is they don't want some old goat like me trying to pick up fat chicks and put them on the rack.

The rack is just designed for a bag or such not people.
